Using the definition of Racism = Prejudice + Power the answer is no. But I concur with @Jay that the world is larger than just the USA and that we are more than capable of being racist. But when talking to White people I always say no because they like to play the reverse racism card.

Great points, I remember in Liberia they told me a story of how everyone in the room was making fun of a Chinese man with the eye signal. So it really depends on where you are.

In order to be racist, one must possess the power to impede the victim of his racism.
As a Black man in America, I don't have that power.

Anyone can be racist or prejudice against anyone. The issue isn't about who can or can't be racist, the issue is who has more power. A black man who is racist can shoot and kill one white person and be sent to prison for life. A white man who is racist can run as a politician and make sure black people face harsher crime punishment and disparage them from making a decent living wage. What is more damaging over time?

If let's say we are in Nigeria and are the dominate class and we hate, disenfranchise, and discriminate against White people because we think being Black is superior then we would be displaying Racism.
