There are nice neighborhoods without HOAs. The key most of the time is that the tax rate is outrageous.In San Antonio they aren't necessarily trying to keep Mexicans out. There are lots of Mexican that can be just as racist as white people. They are specifically trying to keep black people out.The HOA fees sometimes aren't even that high. They just provide a way to harass black people out of a neighborhood!Most of the nice non HOA neighborhoods are people who didn't buy into white supremacy so there isn't much racism.My neighbor vehemently Republican and voted for Trump both times. He is an electrician. When I first moved in he came over to help me replace a breaker switch.Non HOA neighborhoods tend to be far less racist. They are just people who want to live and be left alone!
