That is not a law, it's just trash people who usually hide behind christianity finding a way to express their demonic influence by killing people.

The former Philippine president, Dutarte verbally gave people the okay to also do extrajudicial killings of drug dealers. Other than the obvious problems with this, you get haters who will lie on you as well.
Brazil is a huge country, poor and anytime you have a lot of people without jobs or jobs with a livable wage and lacking resources it will happen, no matter what the rule of law is. This happened in America for decades in the 1800s and early 1900s among white people, predominantly European immigrants who were starving.
It's not surprising really. Poverty and violent crime have gone together historically, gong back to the Romans, Persians, etc, Fix the poverty and you'll see just how much violent crime is reduced.

Bolsonaro only stoked the flames even more. Instead of addressing the problem he went with the usual white supremacist tropes. It is unfortunate that a country with so many Black people has them in so much poverty.
