Yea it was blocked by the R's when they voted on it. Otherwise it would have been for almost anyone.

They put it at a high cost because, most Blacks are diabetic.
If they can't afford to treat the disease & die, yet another form of WS, trying to eliminate us, every way & any way they can.
Bottom line, keep your health in tact as best as you can. We're at war & we need to be strong & healthy, mentally & physically.
