What are some of your strategies to pay as less as you can for items? And what websites or physical locations should I go to?

Depends on what you are trying to by. For groceries and gas I go to Costco. Also if you have credit cards with cash back buy monthly purchases on them and then get the cash back. This only works if you pay the card off monthly.
