Those bugs are called book lice. You normally find them in books. This person has a very, very bad infestation. They are all females which is bad for that person because they're going to keep reproducing. He might as well burn his house down because they are nearly impossible to get rid of. They can come in your home from packages & even your clothes. They live on window sills & in your books. They are very tiny & white or translucent which makes them hard to see outside of a controller. They're harder to get rid of that roaches.
