They keep dumping white junkies, white criminals, and white reject trash in lower income black neighborhoods (which are treated as Waste Management landfills and experimentation sites) to wreck the place, beg, commit crimes such as theft and burglaries, harass and curse out residents, make residents uncomfortable, overflow hospitals, take up all the homeless shelters and housing, leech off the public / nonprofit services and programs that residents (esp black residents) pay taxes for, do drugs out in the open, piss and crap and barf everywhere, and litter more trash and used needles all over the place. I think one of the reasons they allow this is so they can make gentrification easier (aka black ethnic cleansing under the guise of making the city better for "residents", urban redevelopment, tax breaks for businesses and corporations to move in for the revitalization process, a free market and economic class crises).
