The State Court would affirm the law on the Constitution's 4th/14th Amendments that Reparations are due, so that the total wealth of present white residents and those wanting to have the Black cultural experience of being co-residents would pay the "fee"/tax based on their wealth as a percetage of the total national white wealth, then that percentage being proportionally applied to the hypothetical $40T owed, and would be apportioned on the family by the breadwinner's prospective actuarial longevity.

Another ex.: 60 you old white retiree seeks to live in the Black-run State. Wealth is 400k=.0001 of total White wealth of $4T. Actuarial longevity is to 90 yrs. Has only the probability of living the last 33%.

Based on their wealth as a percentage of the total national white wealth, then that percentage being proportionally applied to the hypothetical $40T owed, and would be apportioned on the family by the breadwinner's prospective actuarial longevity.

Annual resident fee=((4T*.00001*.333) expected remainder of life/30 years left)*(500K hypothetical In-State White State population /78M National White pop.)=$2,840.00 Annual ($710 quarterly) for the next 30 years on the $400K wealth.
