Because of the possibility of lynching or whatever, pre Civil Rights south was all about community. You had no choice. Your survival may depend on another's and theirs on you. So you checked kids, no matter whose they were.
Culturally we did it back in Africa. While they men went out to hunt, all the women and all the kids were watched as a group.
