The police department of today is run in large part as a revenue generating operation. Cities of mid to large sizes are broke.
They can only raise sales taxes, income taxes so much. They raise the fines on parking meters but they can only do it by so much. They raise the price of city forms and licences by only so much.
You can only raise property taxes so much as well as late fees for paying your water, gas, etc.
So, the police department is needed to raise money. When they write tickets it goes into the city's general fund and the city council and mayor can do whatever the f*ck they want with that money. The police are an unsaid, off the books tax on the people. Police departments do not give warnings any more if you notice. Most cities do away with 'fix it' tickets.
Former NYC mayor Bill De Blasio, tried to f*ck with the NYPD in 2015. The PD did what is called a 'slow down'. They only responded to felonies (robberies, murder, etc). They stopped pursuing most non violent crime (speeding, parking violations, etc.). It cost NYC at least 5 million in lost revenue and the mayor backed down.
That's why defund the police, or whatever won't happen. The city councils don't want to lose the money.

We don't need them & don't want them! They only come to our communities to kill us! We need to police our own communities, period!The police work for the state and the state is ran and controlled by both democrats and republicans.
They don't need more money, they need better training. They need to force people that want to become cops to do a minimum of 2 years training. We need to be able to know who these people are before they can wear the badge.

I agree we need to police our own communities, but i do know somebody will be saying to "Call the police." There is always a Black person amongst us who will try to play somebody as a fool. How would we go about doing this? We would need to segregate our people to our own areas and not let white people around. Most black families live in cities with whites, Asians, etc. so we can't just push these things through and man the streets unless we tell them to gtfo our start our own areas away from all this.We don't need them & don't want them! I been saying since 2015, cities are a problem because they are too reckless, too diverse, and there are just too many damn people in one place. They all have a trickle-down effect that harms black families.
I grew up being told segregation is racist but I think self-segregation and wanting to be around your own people is not racist. I hear mixed takes on it but the fact that a lot of blue hairs and white liberal women are pushing it in schools and what not, I have to question the motive there.Segregation is the start.
