I have had an idea for the last couple of months I wanted to share with the family. Is there a www. alternative? Is there a way to create a separate internet? Would a new system have to be created for private tcp/ip or can an independant private system be created within the current grid?

If you use any of THEIR equipment, they can intercept. You have to bypass their last mile, distribution, transport, and core networks in order to get around them. So basically, we'd have to create an entirely separate network. I think the best thing would be to try to encrypt the data, that's the most realistic IMO.

Wouldn't that be the dark web technically? I'm not well versed in it

From my understanding the dark web is encrypted.Im not exactly sure but the Prefixs like .com or.net is a directory. This would have to be true if an entire country can block prefixes.
The dark web gets away from my expertise but if you're going to use any type of traditional pipes you will have to encrypt. Also IPs are like a big pie...so for IPv4 they sliced off a big chunk of the pie for North America...an entity named ARIN is responsible for issuing out all IPs in North America. So everyone in North America has the same prefix, IP-wise...so if I want to block North America I can say Block All IPs that start with 752.x.x.x and all of North America is blocked. Now this works even granularly...a company like Facebook is going to own a block of IP space...like 752.521.X.X and I can simply block everything that starts with 752.521 and Facebook is blocked in my country.
